Under the PNoy Administration


Despite the split of the RPMP/RPA/ABB in 2007 into the Tabara-Paduano Group and Nilo dela Cruz Group, the Government, ten years after the signing of the Agreement, continues to deliver its commitment as well as find ways to facilitate the completion of the peace accord.      

In partnership with the Armed Forces of the Philippines, Philippine National Police,  and civil society organizations, the closure track with the RPMP-RPA-ABB is being fast- tracked. The primary objective is to facilitate the final disposition of arms and forces and the reintegration of the members of the armed group into mainstream society, in order to enable its transformation into a legal, unarmed, socio-economic organization.

In 2010 separate Memorandums of Agreement (MOA) were forged with the Tabara-Paduano Group (TPG) and the Nilo Dela Cruz Group (NDCG).

These MOAs set the frameworks for transition towards closure and political settlement.

Updates as of April 2012

With TPG:

-- Identification and social preparation for proposed Peace and Development Communities (PDCs)
-- Agreement on the prospects and terms of reference in drafting of the closure document
-- Determination of socio-economic needs of members via profiling activities in Negros Occidental, Negros Oriental, and Panay Island.
-- Creation of Technical Working Groups via Local Executive Orders in Negros Occidental
-- Site validations for PDCs in Kabankalan City, Cadiz City and San Carlos City
-- Joint writeshop identified components of the proposed Closure Agreement
-- Ongoing consultations with Negros and Panay stakeholders


-- Tripartite MOA among OPAPP, RPM-P/RPA/ABB, and Rural Urban People’s Linkages (RUPEL)
-- Draft consultations results submitted for review

OPAPP continues to meet and engage both factions to encourage them to fully embrace productive civilian life.
