MANIFESTO
We, the Officers and Members of the Allied Marginalized Electric Consumers Community of ARMM (ALMECCA), the aggrupation of marginalized electric cooperatives in the Autonomous Region in Muslim Mindanao (ARMM) namely: the Basilan Electric Cooperative, Inc. (BASELCO); the Sulu Electric Cooperative, Inc. (SULECO); the Siasi Electric Cooperative, Inc. (SIASELCO); the Tawi-Tawi Electric Cooperative, Inc. (TAWELCO); the Cagayan de Sulu Electric Cooperative, Inc. (CASELCO); the Lanao del Sur Electric Cooperative, Inc. (LASURECO); and the Maguindanao Electric Cooperative, Inc. (MAGELCO) and serving the lighting and electricity needs of over a million Muslim Filipinos living in Autonomous Region in Muslim Mindanao (ARMM) and together with them, do hereby express our full and unqualified support to the National Leadership of His Excellency, President Benigno S. Aquino III in his call for “ALL-OUT PEACE IN SOUTHERN MINDANAO” and do hereby manifest as follows, to wit:
1. We genuinely believe in the wisdom of His Excellency, President Benigno S. Aquino III to pursue ALL-OUT PEACE in ARMM to bring about an elusive resolution of decades of conflict towards the realization of lasting peace in Southern Mindanao in particular and to the whole nation in general;
2. We concur that an atmosphere of genuine peace in Southern Mindanao is essential for the success of the ARMM in pursuing the delivery of basic services for the achievement social equity, justice and progress as envisioned under the Peace Accords of 1989 and 1995;
3. We consider the absence of genuine peace in Southern Mindanao as having been responsible for the continued deterioration in the quality of life amongst the Muslim Filipinos who continue to languish in undeserved poverty and prone to manipulations to serve the selfish motives and interests of misguided few;
4. We acknowledge the laudable achievements and progress of the on-going GOP-MILF Peace Negotiation which should be allowed to proceed without delay under a continuing policy of ALLOUT PEACE viable for the attainment of social equity, justice and peace for the Bangsamoro People that has been threatening to dismember the Filipino Nation - the Republic of the Philippines;
5. We deplore the gruesome killings of our Filipino Soldiers in Taglibi, Panamao Sulu; Albarca, Basilan; Zamboanga Sibugay and elsewhere in Southern Mindanao which are plain criminal acts by lawless elements in our midst and we call on the Philippine National Police and the assistance of Armed Forces of the Philippines to pursue them in order to bring justice for all the victims of this heinous crimes;
6. We appeal to all Bangsamoro People to exercise maximum perseverance in upholding Islamic Teaching of Supreme Sacrifice and Tolerance apt in this Holy Month of Jul-Hijra and pray for BLESSING OF UNIVERSAL BROTHERHOOD as it was prayed for by the HOLY PROPHET MOHAMMAD, SALLAWLAHU ALAYHI WALLAM AND HIS FOREFATHER ABRAHAM, before Him in the Holy and Sanctified House of God “Kahba” in Mecca, Saudi Arabia;
7. We EXPRESS OUR HEARTFELT THANKS AND GRATITUDE TO HIS EXCELLENCY, PRESIDENT BENIGNO S. AQUINO III and His Administration, the Energy Family Agencies and the Office of Presidential Assistance for the Peace Process for corresponding favourably to our appeal in an Open Letter in May 2011 and has now implemented measures to ensure the improvement, survival and economic viability of our electric cooperatives by promptly taking decisive action with respect to our combined indebtedness with the National Power Corporation (NPC) in any lawful manner as possible, revisiting of Government Policies contributory to our ballooning indebtedness and providing funding for completion of electrification to the rest of the nation as one confidence building initiatives of the Philippine Government while it negotiates for a genuine and lasting peace with the Bangsamoro Pepole in Southern Mindanao and that ONLY A POLICY OF ALL-OUT PEACE AND NOT ALL-OUT WAR GUARANTIES IMPLEMENTION AND ATTAINMENT OF THESE INITIATIVES.
We, therefore, in accord HOPE and PRAY FOR ALL-OUT PEACE AND NOT ALL-OUT WAR IN SOUTHERN MINDANAO… AMEN!
