Statement of GPH Panel Chair Alexander Padilla

There is always the possibility of Mr. Jose Ma.  Sison retuning to the country. It is, after all, the right of every citizen to return to his or her homeland. No one can begrudge him that.

However, the GPH will never agree to establish a coalition government or a power sharing arrangement with the National Democratic Front-Communist Party of the Philippines-New Peoples’ Army. No offer of a cabinet post has been made to Mr.  Sison.

The peace negotiations have not yet discussed the issue of disposition of forces.
